Great thread breaking down the footage here, showing that the only risk to the officer was himself. If there had been one shot there may have been a contestable case claiming he misread the situation. The 2nd shot, 3rd shot, fleeing and blocking medical care, all make it patently illegal. But the other core piece for that first set of circumstances comes down to cause and jurisdiction. There is no indication that they had any reasonable cause to stop this woman, or block her vehicle, or to be attempting to pull her from her vehicle. Masked men in unmarked cars attempted to remove her from her vehicle. She fled. Reasonable.
